Under the UAE's law, marriage is the only legal bond for a man and a woman to establish a relationship and form a family. The law identifies marriage as a legal contract between a man and a woman, aimed at protecting the rights of the couple and their children. Live-in relationships are prohibited for all citizens and residents regardless of their nationality or religion.
Non-Muslims can get married, you need to contact your embassy / consulate in the UAE. Or at a temple or church as per your religion. Some embassies can perform your ceremony for you. The British embassy however has stopped this.
Your Dubai wedding has to be religious and take place in a church or a venue that has a wedding license. There are no civil ceremonies.
At least one of the couple has to be baptised in order to marry inside a church.
In order to register the marriage, marriage certificates have to be translated into Arabic before being submitted to the Dubai Courts, Ministry of Justice and the Ministry of Foreign Affairs for attestation and finally taken to the individual embassy to record and legalise the marriage in the home country.
The marriage must take place within three months of the certificate being issued, otherwise, the certificate becomes invalid and the process has to be repeated in order to obtain a new one.
